Membrane trousers or overtrousers?

Membrane trousers are waterproof all the time, so you never stop to change — at the cost of being warmer than a plain shell in summer. Overtrousers pull on over what you are already wearing: cheaper and packable, but you have to stop and wrestle them on at the roadside, usually once it is already raining. Pick by how often you ride in rain you did not plan for.

Where water actually gets in

Rarely through the fabric. It gets in at the seams, at the zips and at the boot junction. Look for taped seams and storm flaps over the zips, and wear the trouser cuff over the boot rather than tucked inside it — tucked in, the trouser leg becomes a funnel straight into your boot.

Waterproof and warm are different problems

A waterproof trouser with no thermal liner is still cold, because keeping rain out is not the same as keeping heat in. Blocking the wind helps, but the warmth comes from layering underneath or from a removable thermal liner. Check which the trousers include before assuming one covers the other.
